Estonia moves from AI strategy to nationwide skills training
Estonia has taken another practical step in its national artificial-intelligence programme, opening the way for a large network of trainers to deliver workshops to people across the country. A procurement procedure for Eesti.ai trainers reached its tender deadline on 17 August 2026, bringing the initiative closer to its next implementation phase.
The tender, managed by Estonia’s State Shared Service Centre for the Chancellery of the Riigikantselei, has an estimated value of €5 million. It seeks several providers for classroom training, training delivered in spaces supplied by the state, online workshops and larger public events. The planned framework agreements may run until the end of 2027.
The procurement is linked to Eesti.ai’s “The Most AI-Skilled Nation” programme. Its stated target is for at least 100,000 working-age people to complete an Eesti.ai workshop or another short learning format during 2026 and 2027. The programme is intended for people in different occupations rather than only technology specialists.
Practical focus for workers and companies
The initiative’s emphasis is on usable skills: understanding how artificial intelligence affects different jobs, testing tools in everyday work and learning to judge their limitations, risks and reliability. Eesti.ai also presents the training as a way to help companies automate routine work, analyse information and develop new products and services.
That approach places skills development alongside Estonia’s wider economic ambition. The Government Office describes Eesti.ai as a nationally led programme intended to increase the value of people’s work and expand the economy through systematic use of artificial intelligence. Its projects cover people, companies, the public sector, education, health and AI infrastructure.
For businesses, the training could offer an accessible entry point before more advanced investments in software, data systems or automation. Small and medium-sized companies often have limited resources for experimentation, and short, role-specific workshops can help them identify where AI may improve productivity without requiring an immediate large technology project.
Public funding supports the rollout
The government announced in May that €10.98 million would be directed to Eesti.ai during 2026. The funding is intended to improve AI skills, public-sector efficiency, healthcare services, education and the position of the Estonian language in an AI-driven environment.
A separate budget explanation identifies €5.2 million, before value-added tax, for the nationwide training programme. It describes practical two-to-four-hour workshops to be held in Estonia’s counties and says the programme will cooperate with trainers, universities, science parks, IT companies and industry associations.
This gives the current procurement a broader significance than a standard training contract. It is designed to connect the public sector with Estonia’s universities, technology companies and training market, while distributing learning opportunities beyond Tallinn and Tartu.
What happens next
The tender documents envisage framework agreements with multiple suppliers. The procurement listing gives an expected contract start in September 2026 and a possible end date in December 2027, although those dates depend on the outcome of the procedure and the signing of agreements.
The tender itself does not establish that 100,000 participants have already been reached. Rather, it creates the delivery capacity needed to pursue that goal. Eesti.ai’s project information also lists a complementary target of one million shorter AI learning sessions, or “learning bites”.
Estonia is therefore testing whether a digital economy can scale not only technology, but also practical knowledge about using it. The success of the programme will depend on the quality of the workshops, their relevance to different occupations and the ability to reach residents in smaller towns and rural areas. For now, the completion of the trainer procurement marks a concrete administrative milestone in the country’s effort to turn an AI strategy into widely available economic skills.
