Finland has become the first country in the world to make giving up smoking a goal of the state enshrined in the country’s laws. But the tobacco law which takes effect as of October 1 has its shortcomings, the daily Etelä-Suomen Sanomat points out:
“Stringent laws alone won’t make people give up smoking in Finland. However they can help to change the standards of behaviour. Making sure the restrictions are enforced will be a problem. The police certainly have more important things to do than play the role of tobacco police handing out fines. The educational work must continue. Above all the young need to be informed about the dangers of smoking.
… When the law comes into effect smoking will only be allowed no the balcony, in one’s own home and in the car. Smoking on the balcony, already very controversial, will probably be the next on the list of bans, but enforcing the ban will be more difficult.”
